The project is composed of several Work Packages to ensure accomplishment of EMERITUS’ ambition

WP1

Environmental crimes: modelling, end-user needs and requirements

The goal is to collect and compile a comprehensive set of User and System Requirements to support the project’s objectives.

This WP will begin by assessing the gaps to be covered by EMERITUS through a review of the available literature, policy framework and ongoing initiatives. It will follow with assessing the needs and requirements of engaged users/stakeholders belonging to the extensive network of the EMERITUS partners. Lastly, the use cases (UC) will be modelled to balance specific user needs and more generic benefits for national and/or European policies

WP2

Investigation protocol co-creation

WP2 aims to create a baseline investigation protocol for waste environmental crime and integrate it with the EMERITUS platform.

The baseline investigation protocol for waste environmental crimes will help law enforcement agencies (LEA) to standardise their investigation approaches. Once ready, this protocol will be integrated into the EMERITUS platform to enhance LEAs’ investigative capacities. Lastly, this WP will pursue the progressive integration of the protocol according to feedback collected during the testing and validation activities of WP4.

WP3

Platform building blocks development and integration

WP3’s goal is to develop, adapt and operate all technological components, algorithms and data workflows from each of the technological contributors in the EMERITUS Platform.

This platform is the main entry point for all stakeholders, i.e., users and method developers, supporting the seamless integration of all UCs for the investigation protocol. It will build on the results and outputs of WP1 and WP2.

WP4

Operational training and testing of the EMERITUS integrated solution

WP4 will create a common environment for technology providers to test the EMERITUS platform and organise and manage the EMERITUS International Training Programme for LEAs/BGs

Once the overall testing and validation framework are defined, the protocol and platform operational testing will be carried out in multiple scenarios, with the direct involvement of LEAs/BGs and according to the identified UCs. Furthermore, an ex-post assessment will be carried out to provide relevant feedback for platform improvement and define future developments and sustainability opportunities.

WP5

Stakeholders’ community management and decision-support usage

WP5 aims at clustering a network of stakeholders within the EMERITUS community of practices (CoP) to facilitate international cooperation among LEAs and other relevant operators.

The platform will be presented to the EMERITUS CoP and third countries through showcase events which will help collect feedback on its implementation and divulgation. Eventually, WP5 will elaborate a set of evidence-based recommendations and roadmaps to uptake and standardise the EMERITUS protocol and platform.

WP5

Dissemination, Communication and Exploitation

WP6 ensures the definition and implementation of a coherent set of dissemination, communication and exploitation (D&C&E) activities to maximise the impact of project results among all potential stakeholders.

Concretely WP6 will 1. Lay down D&C&E strategy and vision; 2. Define D&C operative tools, approaches and action plan; 3. Implement D&C activities, including deployment of EMERITUS’s online presence and offline material; 4. Identify opportunities for synergies with other projects in fighting Crime and terrorism (FCT)

WP7

Project management

WP7’s objective is to set up and run an efficient project management structure that provides the necessary technical, economic, managerial and administrative support.

WP7 manages and monitors the project progress to respect time and quality, ensure correct resource management and minimise risks to achieve objectives, milestones and deliverables. It ensures the flow of information among the WPs and between project partners, and it undertakes regular quality assessments of project progress, results and impacts. It covers legal, contractual, ethical, financial and administrative management and ensures the project is developed according to the contract with the EC.

WP8

Ethics requirements

WP8 sets out the “ethics requirements” that the project must comply with and ensures their fulfilment.
